With Dynamic HTML Editor you can make the interface of your site (the things that users see when load your site) To permit users to put comments for your photos, you have to use a Hosting provider that supports dynamic pages like .asp, .php and a database like Mysql.
You can use pre-made content management sites like Mambo or Limbo and make some pages with Dynamic HTML Editor ;-)
