I have a form with about 50 check boxes (it's a survey)... how do I prevent the .php submit from sending check boxes that are not checked? And empty text boxes?

You simply cannot; this is the standard HTML form post action.
You can make a trick using javascript but IMO it is a bit complex and useless.

You can do so by using a PHP script such as Natemail or Processform. Empty fields can be excluded of sending.
