Currently my page has the utf-8 charset. However this gives me problems with my cms. I need it set to ISO-8859-1 and also have the dom statement in front of the doctype removed.

is there a way to do this in DHE?

Both your solutions were usefull. I had it set to the correct charset (page properties) but I needed to turn off the utf part (options > unicode).

You can turn off utf-8 generation in options > unicode. That will remove the dom statement. I don't know if you can choose a specific charset.
